Upgrade or buy new pc?

    There is no existing Graphics card. It's slots into the appropriate place on the Motherboard.

    But you don't need to buy it until you receive the machine and get it up and running. Once sure that you'll keep it, you can buy the graphics card.

    I certainly prefer the CPU in the DELL. But the HP has 4GB of RAM as opposed to 2GB in the DELL and has a bigger HDD.
    You can decide which is more important to you.

    I think the OP has decided to upgrade their existing PC so there are a few crossed lines in the posts above.

    No crossed lines here. Existing PC can be upgraded only for general browsing and Office. It doesn't even have a PCI Express x16 slot.
    New PC is for daughter and Minecraft.
