Vented Cylinder...No Hot Water

Hi
I have not long bought a house with a discontinued Baxi Solo HE (Heat only) boiler.
The heating in the house seems to work fine.
The hot water on the other hand is a mystery.
The cylinder thermostat (a Drayton) is strapped to the tank but the tank itself also has a thermostat on the top both are wired up and are live.
The top built in thermostat does not have a reset but does have a basic temperature dial.
The boiler time controller has two switches one for heating and one for water both seem to operate the heating and when alternated I get the same live reading at the cylinder.
The hot water uses a pump which does work on demand.
A) Do I actually need both thermostats on the cylinder?
Can I change them for a more modern control system?

Top thermostat is probably an immersion element. A backup for when the boiler doesn't work. It should be turned off at the mains as it will use electricity to heat the top section of the cylinder if the boiler is not heating the water and the water has gone cold.

Sorry I know was just illustrating that the hot water is pumped around the house on demand when the hot water is working.

Switching it on will provide hot water without the boiler being on.
Is there a plastic cover for this?
WARNING - those two terminals to the right, with the screwdriver slot in the top, will be LIVE at mains voltage when this heater is switched on.0 -
Hi yes i have and Its on, I have tested and the immersion is live at the point of connection but ....no hot water?0
