yes you can..remove the hard drive, get a suitable usb caddy to put it in (around £5 off ebay), plug into another pc/lappy, and read/copy the files to the new machine....simples

Hmmm, it could be that the repair shop isn't that skilled at component level repair, they are like builders or mechanics and the skill level varies wildly. They have been reasonable in only charging you for parts only.
You could take it to a repair shop that does specialise in component level motherboard repair (for God's sake not PC World) that does it on a no fix no fee basis but do be aware that it could be an uneconomical (or undiagnosable) fix on the mobo depending on the fault and a new mobo may be required which they will say then it is fixable and you will be landed with a test fee should you not proceed.
It's your choice as to trying that or cutting your losses.
