It's a rental, and the toilet is completely sealed in a unit so i can't tamper with anything like this! so annoying.
What do you mean by completely sealed unit?
As a tenant you are responsible for fixing any leaking taps so if you see any water leaking into the toilet bowl or the overflow outside you can disassemble the toilet cistern and adjust anything required to stop any further leaks.
If you turn everything off in your house and then look at the meter there is (in most cases) a leak detector on it which will show you if you are using any water or not. Even if the meter is in the street you are entitled to lift the cover and read it yourself.
In fact it's recommended that you do just to check for leaks.

Most push button bogs overflow into the toilet bowl although older ones that have been modified with a new flush valve might still have an external overflow pipe which would normally stick out of the wall (outside the house) roughly where the cistern is inside.
To check for leaks you either make sure that water isn't trickling down the back of the toilet bowl when it's not in use or find the overflow pipe and make sure water isn't dripping out of it. You don't need to actually access the cistern itselfNever under estimate the power of stupid people in large numbers0 -
I pay £27 a month not on a metre and think it's great. Used a lot too. I never liked the meter in my old place.0
