ISA Confusion

Im looking to open a Help to buy ISA but i dont know whether i qualify as i opened and ISA in November 2014 and just kept it and it rolled over to this new tax year. does this mean i opened a new isa and dont qualify for the help to buy isa. or am i eligible i cant find information on this. im on a low income and this is much more suitied for myself. but i dont really want to wait until 2016 to open up one. if anyone can help that would be great thanks.

    If you deposited any money into your ISA since April 6 2015, it is very likely that you must wait with the HTB ISA until next April.

    Details on how things will work and how individual ISA providers will handle them have yet to be announced.
