    If the windscreen ticket mentions UKPC obtaining keeper details from the DVLA then this needs a complaint to Trading Standards.

    Did you park wrongly?
    Or did some idiot take the ticket from the correct car and shove it onto your car "for a lark"?

    It does mention
    "UK Parking Control Ltd will request the registered keeper's details from the DVLA/DVA should the Parking Charge remain unpaid after 28 days.

    As UKPC cannot obtain RK details from the DVLA, saying so is demanding money under false pretences, and should be reported in writing to your local Trading Standards Officer.
    You never know how far you can go until you go too far.

    Always wait and see when dealing with a private parking charge.
    1: The reduced amount offer is nothing but a scam designed to make people panic and pay up, or give key information away. You appear to have fallen for this trick.

    AS your probably aware by now this is not a fine, you need to think of it as a speculative invoice


    2: As for Evidence that the ticket was or was not attached to your car it doesn't matter, you wont be paying these scumbags a penny either which way. For more information take a look at ghost ticketing as well
    Further more putting incorrect details such as car colour/make/model/reg number on a windscreen ticket is just another way to make people contact the Parasitic Parking Companys (PPC's)
    With a real parking ticket this can be fatal, an its often worthwhile contacting the local authority, however PPC tickets are backed by no authority at all and are an entirely different thing.

    And one more thing: If the PPC is doing anything wrong, such as harassing people, wasting their time by making people jump through hoops with challenges to POPLA/IAS etc then the landowner or whoever took them on can be held liable for the actions of their agents. In theory you should be able to claim costs back against the landowner as a result of their agents actions, for things such as time spent dealing with it, ( up to £19 per hour or part thereof) and any other reasonable costs
