I'd escalate this urgently to the DVLA as further proof that despite conclusive evidence from the Bristol City Council that your car was ticketed on a public road:
1. UKCPS appears to have acted outside of the law
2. The IAS adjudicator (a professional solicitor or barrister) appears to have disregarded the law and found in favour of the PPC. It took just two hours from submitting my appeal to getting a decision
so , the independent adjudicator , who was sat in gladstones office at the time , did all his research and replied within 2 hrs.

As we all know IAS is a sham and to be ignored. UKCPS have no right to ticket on a public road, that is the council's domain.
You might well get a letter from Gladstones Solicitors threatening you and increasing the charge.
