This is the email i sent
Dear BPA
I received a PCN FPxxxxx from FlashPark on 7 August 2015 which i appealed against within the given time asking them to either cancel the PCN or provide a POPLA code.
They replied with an offer of £25 as full and final settlement and never provided POPLA code, which i never accepted and waited for POPLA code to be supplied.
Now FlashPark are asking for £85 ie full PCN and still haven't supplied me with POPLA code.
This is a breach of the Code of Practice the PPC is signed up to, breaches the KADOE contract to get DVLA data.
If my complaint is not resolved properly i intend to involve my MP and refer the issue to the Parliamentary and Health Service Ombudsman.
I would appreciate your help with this matter.

Thanks for quick response.
No doubt the BPA asked them a few questions that included words of more than one syllable so the PPC thought it easier to cancel the ticket rather than plough through a dictionary trying to work out what was being asked (before even attempting to write a response!).

Was this on NHS land? I'd find out who hired them and make them aware of your experiences and the dishonesty (as agreed by the BPA) of their actions there.
