Flashpark Parking Charge Notice

Hello All

I received a PCN from FlashPark on 7 Aug 2015 which i appealed within 7 days, in return FlashPark offered £25 as full and final settlement which i didn't take and they never provided POPLA code.

Now FlashPark has sent me a Final Notice to pay £85 within 14 days of 22 Sep 15, i need help with this. What shall i do now.

  • oh I like it , employees on a bonus scheme , the more tickets they issue the more they get paid (illegal now) http://www.flashpark.co.uk/




    in the letter they sent back to you , did they CLEARLY address your appeal , or even say some thing like "thanks for your appeal"


    the fact that they have not issued a POPLa code is a serious problem for them , and you should report this , inc a scan of there letter (without code) to the BPA
  • They use a generic reply letter with HAND WRITTEN PCN Number offering £25 as full and final settlement. The letter goes on like this

    Dear Driver

    Re: Parking charge notice FP xxxxxxx

    We write in response to your appeal. We provided you with photo evidence that supports we had a valid contract with you the motorist. If you still dispute this we suggest you take legal advice for breach of contract.

    The final paragraph says

    If we do not receive payment within this time we reserve the right to formally reject your appeal and give you the opportunity to have the case referred to POPLA (parking disputes on private land). If the matter is referred to POPLA you will lose the opportunity to pay the discounted rate which is currently held at £65.

    After this they never sent a any communication or the POPLA code

    flashparks are BPA , VCS/excel are IPC , , wonder if they are covering there *sses , for when the IPC goes *its up

    This VCS is Vehicle Control Solutions; Excel/VCS is Vehicle Control Services, different companies.

    You can just appeal to the BPA via email, it'd be much quicker. Appeal to the PPC via post (with proof of posting).

    You don't 'appeal' to the BPA. You complain to them (being a BPA member is a zillion times better than the alternative):

  • Update

    I complained to BPA generally and also sent the email to Steve Clark, Head of Operational Services, BPA and got a reply back from Steve confirming that he had been in correspondence with FlashPark and they have agreed to cancel the ticket.
