Promised over the phone is a tactic that TalkTalk use to scare you into their 18mth contracts.
Ask for the agreed phone conversation terms to be put in writing and you will find they can't and won't do that for you!
Ask for a copy of the telephone recorded conversation and you will find that they will want to charge you £10 to hear your own voice!
As for the CEO, well that will be just another telephone rep without any real authority giving you some rubbish about what you contract states.
Take your complaint to the Ombudsman because it is recorded with them and choose a better provider.0
