Broadband Speed variable

I have done a few speed tests at various times. I find it is variable ranging from as low as 1.5 to as high as 6.5 (I use the phrase as high sparingly).
Any ideas as to why the speeds should vary? And if there is anything that can be done to maintain the higher speeds. My provider is supposed to not slow down the internet speed. I can still use the internet fine at even lowest speed. Only thing that can be challenging to watch are some tv streaming services as can I get buffering. I cannot get Fibre here and do not wish to pay the extra Virgin costs.

Paid off the last of my unsecured debts in 2016. Then saved up and bought a property. Current aim is to pay off my mortgage as early as possible. Currently over paying every month. Mortgage due to be paid off in 2036 hoping to get it paid off much earlier. Set up my own bespoke spreadsheet to manage my money.

Could just be demand on the Broadband - are there particular times of the day when it is always slow?
Check the speed with more than one device if you can, and use a cable connection rather than WiFi.
