Computer freezes at start up

My seems to freeze a lot when I start up with I.E who seems to be the problem and get the message I.E not responding. I called a computer engineer and after checking it he said the best way is to re-install windows and that will take a couple of hours and he charges £25 an hour. I think that is something I can do myself as I have got back up discs. The computer is a dell and is 3 yrs old, will it be better if I get an expert to do it for me or shall I have a go myself. Is it easy to reinstall windows 7 for a newbie? Thanks
