Computer freezes at start up

My seems to freeze a lot when I start up with I.E who seems to be the problem and get the message I.E not responding. I called a computer engineer and after checking it he said the best way is to re-install windows and that will take a couple of hours and he charges £25 an hour. I think that is something I can do myself as I have got back up discs. The computer is a dell and is 3 yrs old, will it be better if I get an expert to do it for me or shall I have a go myself. Is it easy to reinstall windows 7 for a newbie? Thanks

go to search then startup
and have a look whats running when the pc starts up and you can disable stuff which could cause the freezing you can untick things that doesnt need to be runningon startup ie updates or things like java etc
if ur unsure post a screenshot

no need to reinstall windows or pay someone to do it

I manage start up programmes with ccleaner. Open ccleaner>tools>start up>Internet explorer and disable everything there. Easy to do and undo. Use a different browser if IE is causing problems.
