Unlikely, but she could be using the API via some third party service. Check third party permissons in ebay settings to see who else can connect to your accound via the API.0

That doesn't stop the ex friend getting the notifications though. They need to make sure the friend can't get them and has no possible access to their accounts. Hopefully the messages will stop if they're not getting notifications/gaining access.0 -
It could be simply that she saved you as a favourite seller. She'll get emails from eBay about what you are selling daily. Already established that texts are being received the day after purchasing (i.e. too soon for feedback). I'm not convinced that the friend is actually getting notifications from OPs account though, and is probably using some sort of stalker site to watch bids/sales like the one posted above.
Either way, a temporary or permanent break from the eBay account in question should fix it, as the 'friend' won't know details of a new account, and will hopefully have become bored in a few months allowing OP to return to his usual eBay account without the tagalong stalker.
I'd personally opt for blocking friends number though. Yes, they will still be able to see whatever they are seeing, but unless you are buying and selling something immensely embarrassing does it really matter?0 -

Yeah, but if they are accessing the account(s) it's best to take action to resolve how they could be doing that and then see if the messages stop.
If you block their number and they do still have access who knows what they could be doing and you wouldn't have a clue if they're still doing it.0 -

OP has changed passwords several times, and has checked settings do not contain email address of the friend. Pretty sure eBay/PayPal accounts can only have one email address for notifications anyway, so I'm 99.99% certain this friend doesn't actually have any real access to any accounts and is just 'watching' his eBay account via feedback or other stalker sites.
I'd personally just opt for block and ignore.
If paranoid, shut down eBay/PayPal and start from scratch. Seems like unnecessary overkill to me though. If the friend did have access and ability to do anything malicious, surely they would have done it already - it sounds like this has been going on for a little while...0
