    I can not see how parking in a disabled bay - which is clearly a contravention - can be a normal contractual scam charge as used by IPC PPCs and, as it is not a charge for parking, this time I think VAT would not be applicable.

    But surely the PPC allows you to park in BB spaces on payment of a fee. This parking fee attracts v.a.t.

    No - the PPC never allows you to park in a disabled place - it would be in contravention of its arrangements with the landowner if it did. The charge is for parking where you are NOT allowed EVER to park if you don't have a disability.

    That makes it a contract, ergo VAT is due ... yes?

    (Leaving aside the obvious fact that you cannot contract to do something that is prohibited). :)

    MY point exactly. According to the sign, for £100 you could block the exit.
    You never know how far you can go until you go too far.
