EE slow upload speed and Resolver

I'll keep this very brief.
EE Fibre Plus
Router sync speeds: 47Mbps down, 14Mbps.
Actual speeds in test: around 47Mbps down, >1Mbps up.
EE Customer service tried to persuade me the problem is with my computer/local installation, but the results are consistent with different computers, operating systems, wires/wireless, even a different router.
So I opened a Resolver case. After a dozen exchanges EE - having raised a complaint case - is now evading Resolver and trying to phone me (in spite of repeated requests to keep exchanges on the record in Resolver). Also, EE says it can't read attachments: in this case evidence of hourly speed tests. I solved this by dumping to text file and appending it.
In short, EE is throttling my upload speed but refusing to acknowledge doing so. And no, I don't use torrents! I hope this info helps someone.
