    Yes, that is exactly what I found when I was getting quotes. I wanted the fitter to supply everything (so it was their responsibility if something was faulty) and all the quotes included VAT. If you buy the fixtures and fittings yourself and the fitter isn't VAT registered, you should be able to get it for less than £5k.
