Flight delay before 2005?

Hi, me and my family went on a holiday to USA in late 2004 and experienced a 4 hour flight delay due to the airline "putting the wrong fuel in". I could find proof of the flight but before I did this, I thought it best to ask if I would be eligible for compensation as it was before 2005. I would be grateful to anyone who can shed some light on this.
