virgin broadband problems

I've just foolishly switched to virgin - the deal was £4 per month for 8 months and £17.50 for 4 months on a 12 month contract and free installation and with a phone line at £17.50 per month. But there are no free phone lines and no so they want me to pay for a virtual phone line with no idea when one will be available - can they do this? aren't they breaking the package deal?
The broadband was installed on 9/9/15 and the first bill has been sent 10 days later - £116.53 - when I phoned to enquire why the amount was so high they had changed the first two months and charged for installation and I have no idea where the rest comes from. I had to prove then installation was free, there was nothing on the notes that said the deal was with free installation. Their billing system can, an does bill you for a virtual phone line but does not allow you to pay a year in advance, which would be a saving of £40, because the phone line does not exist.
I worry how long it will take to sort out this bill and what the next bill will be.

You can get a VoIP number for free, see Sipgate, while you are waiting and keep it and tell VM you don't need the chargable landline.0
