Flashpark - parking charge notice in GYM grounds

Hello all
Can someone please advise on the update of my post
basically, Flashpark has now rejected my appeal and now they sent me a letter saying the appeal has been rejected but they have given me a generous offer to pay £25 and close the case within 7 days. They have also given me a 10 digit popla code in case i dont want to pay and appeal the case. The reason they have given for rejection of my appeal is that my car did not display a valid parking permit but i am 900% sure and confirmed it with the gym that they do not issue parking permits to anyone anyway. As it is a village hotel and gym and anyone who stays in hotel or uses the gym can park on premises and its only few spaces which are reserved but no signs are placed anywhere to say who they are reserved for at the first place.
Please help what should i do know??

Seeing as we never lose at POPLA and don't expect to start losing now (despite POPLA changes) I'd say anyone who pays this bunch £25 is a mug, especially when they are already on an expert forum which has example POPLA appeals to crib from, on every other thread!
Please don't ask for links to other POPLA appeals - you need to use the forum as intended for it to work best for you to find what you need easily. That's not just asking 'help' at each stage, it's using the 'search this forum' facility to find POPLA appeals similar to your own, and it's reading the NEWBIEs thread - which you have already looked at, but seem oblivious to the fact it has a post all about POPLA appeals too.
I hope you did NOT add anything to the template appeal at the first stage? I hope you didn't add ''As i am a member of the gym, i can park on the premises car park...'' or anything else that gives away who was driving?
As long as you did not, you should sit down and compare the wording of the Notice to Keeper letter you've shown us to paragraph 9 of Schedule 4 of the POFA (no it's not difficult, yes you can do it, the Act is in easy to read bullet points, you need only read paragraph 9 and it is linked in the NEWBIES thread for that very purpose). Please don't tell us the Notice to Keeper letter is 'more or less' compliant - it is NOT.
The 'new' POPLA service seem to like referring to the BPA Code of Practice - see 'my' win against UKPC at the end of today's posts in 'POPLA decisions' (another sticky thread). Looks like the BPA CoP is worth citing each time wheareas it never used to be with old POPLA.
So, another appeal point worth trying - what do you notice about the AMOUNT OF THE DISCOUNT when compared to the BPA rules about the discount? Read the BPA Code of Practice - again, a fairly simple document and Google-able. Include that point about the discount...plus all the usual POPLA appeal points you will find when you read other examples newbies have managed to cobble together before.
