I would suggest that all that counts for a retail banking customer is that they have FSCS protection, and that they offer competitive accounts, backed by a CS organisation that speaks english without any strong accent.

I want my bank to be based in the UK, and now owned by another bank based overseas.

It's entirely up to you which bank you want to have accounts with. It's just irrational to think that because a bank "is based" in the UK (i.e. have their HQ in the UK), all the shareholders would be UK-based.
