Oil slick on our driveway, company wont remove it

I live on block of flats and have an large oil slick on our drive way its quite a long slick. Tried to contact the owner manager of this propriety all they keep saying, "additional works are to be carried to remove as much of the oil spill as possible". Other residents also complain still nothing been done about it.
The oil slick was made by one of our resident company car decided they were going to clean the oil slick up. As yet we still waiting now been on drive way about three months. I did ask owner of the propriety why can't clean up the oil slick and send the bill to the company all I get is the above reply.
I should not get involved of cleaning this oil slick my self or any other resident not our fault!.
I thinking getting our local council involved so they can have a look at the oil slick on the site. Or maybe the health and safety environmental officer. Any thing else can I do and help us?. Thankyou.

Sometimes people do things that no one else will do, even if it's not their fault. It's often less hassle.
Your local council and EH won't be interested in this, unless it's a huge oil spill capable of polluting ground water. It's a private matter between residents and their management company.0 -
Cheap bag of cat litter thrown down on oil slick will remove most of it.
Works as an adsorber so will adsorbe all the oil. The rest can be dealt with by the rain.Never Knowingly Understood.

Depending how big the slick is, get one of these, and one of these.
As oil can be flammable, it might be an idea to get some warning signs put up, eg

Motor trade suppliers sell bags of stuff to soak up oil - very effective.
Have you approached the car owner that caused it?0 -

Why not report the person who spilled it? IIRC regs on oil/fuel spills from commercial/company vehicles were tightened-up some years ago and the culprits can be hit with heavy fines and forced to pay for clean-ups/surface reinstatement and held liable for any damage/injuries that result from the spill.0
