If it was me I'd think £25 was a small price to pay if I really couldn't take much more, however, I don't know your circumstances and it's not my place to judge.
If I couldn't/wouldn't pay the £25 I would follow the advice here:
https://support.vodafone.co.uk/Calls-texts-and-voicemail/Nuisance-calls-and-texts/38912174/What-can-I-do-about-nuisance-and-spam-calls.htm
After filing 3 nuisance call reports you'll be referred to a specialist team who can offer further help and provide assistance by preparing a report for the police. Also, ensure you report every instance to the police on a non-emergency number, or on 999 if you feel threatened or that you may be in any danger.
Also block every number they use (using blacklisting software if you have a smartphone) - they'll probably run out of sims sooner or later.0 -
Also, every so often some networks offer to pay off your remaining contract (up to 3 months?) if you switch to them from another provider. Not sure if anyone's currently offering this, but if so this could offer you another way out.0

thank you soo much for the advice I will look into the link0

I am surprised that Vodafone want to charge £25 for a new sim. EE will change a number free of charge due to malicious calls or texts. No new sim required and number will change almost straight away.0

yep that's how much they want £25 so I can get a new number soon as my contract is finished im going to look for another network0
