What point to begin switching process?

At what point would you recommend beginning a phone and broadband switch?
I understand when switching gas/electric you don't have to pay a cancellation fee for leaving your contract early when your fix is coming to an end.
Does a similar rule apply for broadband? Or, do you just have to guesstimate it! - reading through SSEs information, they state to allow 23 days to transfer the phone and another 7 for broadband.
So, if your tied into a contract with another provider and it actually only takes 14 days, what would happen?
