Why doesnt MSE prevent newbies from creating threads?

There is very clearly some individuals creating IDs on the motoring forum and posting up daft scenarios and having people waste their time responding
One individual seems to be the user formally known as DarkMatter, who has multiple IDs.
Why dont MSE like other forums, prevent newbies from creating new threads until such times as they have contributed to other forum threads? Typically 10 or 20 contributions.
It would help remove a lot of the nonsense threads we're seeing over there.

We want to encourage genuine new users to ask questions or share deals/glitches/bargains straight away.
