Council 'built' on my land

Hello.
Hoping anyone can advise me where I can go with this before approaching the council about this.
I have a path that runs up the side of my house that my next-door neighbors use for rear entry (ooh err) to their property, which is council owned. They recently had some disability modifications fitted to their house and a hand rail was placed...without my prior notice or warning, to my side of the path, which is owned by me. I know this because they have actually attached the hand rail to my outhouse! Now I don't mind this, as it helps the neighbor, but it is an eye sore and I really done want it on my property - especially as it could cause further damage to an already 'wonky' outhouse - and I would like to make some amendments to the path, along with a new driveway...so am I entitled to rip it out...or charge rent!?

The problem with paths is there isn't a your side and my side. The whole path is shared for the benefit of both properties.Hello.

However, if they've attached it to something of yours such as a building then you can remove it and return it to the neighbour requesting they get the council to install the handrail concreted into the ground.:footie:

Op, speak to your neighbour before doing anything else.
Is it possible that your neighbour told the council person something like "it's ok to fit it there, my neighbour won't mind"?
If so, it could just be a simple mistake that is easily rectified.0
