    Write a letter of complaint to the council and ask them what they intend to do to rectify the situation.


    Also point out that in the meantime you will hold them responsible for any damage that happens to your property as a result of this.

    Personally, I'd go for wealdroam's suggestion first rather than POPPYOSCAR's as it's less agressive/confrontational.

    Depending on what the neighbour says, then maybe write to the Council.

    Unless of course, you want to start a war with your neighbour that may turn very nasty....

    You dont really need to see the deeds as the issue isnt about boundaries. If the council have fixed it to your building then that is wrong and they had no right at all to do that. You can if you want either tell them to come and remove it and make good any repairs or get the work done yourself and send them the bill.

    Why does it really matter?

    The OP might well feel even worse if the frail neighbour (or anyone else for that matter) is using the hand hold and it either detaches from the wall or pulls part of the outhouse down on themselves.
    In the opening post the building that the handle was attached to was described as "wonky" and if something untoward was to happen to someone, the OP could well find themselves liable seeing that they know or think that the attached handle may not be safe.
