No Returns and No Negative Feedback

I've noticed this a lot lately. People putting on the bottom of their listing:
"No Returns and No Negative Feedback"
or
"I don't accept returns, Sold as seen, No Negative feedback"
or
"No Returns, No Negative"
or something similar.
Now, while this might make them feel better, I assume eBay's rules completely overrule their poxy 'contract' that they seem to be trying to lure you into.
A good example, I was looking at a phone yesterday which had a cracked screen. I fully expect a phone with a cracked screen to be somewhat sold as seen, however this listing I found was very abstract and I felt was quite deceptive. The photos showed the device switching on and the home screen, which doesn't require the use of the digitizer.
I've highlighted in red, the particular part that I find quite uncomfortable.
Now, wait a second? The seller rightly lists the fact the glass screen is shattered, pointing out that the phone itself is still responsive though. So he/she has the ability to test all the other features of the phone. It'd take what? 30 seconds maybe to check the camera, accelerometer, ability to call etc. Considering the aim is to sell the product, why have they failed to the most basic and check that the device works fully.
In my opinion, the answer is simple: It doesn't. The device is probably !!!!ed beyond belief. Replacing the glass on the front of an S4 is unbelievably easy. If you have a hair dryer and half an hour, even someone with no real skills in phone repair could do it. It requires a bit of patience though and if you rush, you can damage the digitizer which sits underneath the glass screen, therefore isn't the same component. I get the distinct feeling that this device is more damaged than they're letting on, even their description says as much.
So, my question:

Rubbish I assume? Because I would assume from that listing that the item is fine, because it says as much in the top section. It's only the bottom where they get a bit flakey.

Samsung i9505 S4 mobile phone, 4g, very good condition body, screen is cracked partly at top and down the middle, LCD is fine. Phone still turns on, works, can be used for day-to-day etc, could do with a new glass though. Easy repair for someone with the skills.

This phone is faulty, and is sold as seen. I have listed known faults (cracked screen) however there could be more, I have not tested them.

I think the seller is just covering themselves. If you are not an expert then its impossible to know if the electrical item you are selling is fully working. There could be something that is wrong but the seller has not noticed. Combined with the no negative feedback, I wonder if they have had their fingers burnt before. If it turns on and you can make calls then I would say it is as described.
It doesn't really matter what they put in their listing. It is what Ebay terms and conditions say that matters. You definitely can not stop people leaving bad feedback just because you put in the listing they are not allowed to. It would make me wary of buying from someone whom put that.0 -

Not everyone knows how to check a phone. They may only use it to call. Perhaps an odd text. They may not use most of the features or even know how to use them.
So they're covering themselves. It seems to work, but they can't guarantee it.

Still your concern though when you've sold the item. Not all glitches have a simple fix and not everyone will know the possible fix or be able to do an update without the phone itself asking them if they wish to update.
If it's an issue it doesn't matter how simple it is to fix (for most), it's not as described if you've said it's fully working. The software is no less of a concern than the hardware.0 -

Indeed. They can't stop buyers leaving a negative.
Whenever sellers put that it's usually either they're unaware of how feedback and returns work or they're hoping their buyers are unaware if the worst case situation does happen.0 -
I hate people who say that kind of thing. One of my recent purchases arrived in an (open) envelope stating "Please kindly leave us 5 star positive feedback so we can continue to offer quality items at low prices." Sorry, I don't see how feedback has any impact on their costs or on the margins they decide to operate on. 5 star positive was bolded and in red! Needless to say I didn't do so.
I was tempted to neg, but I haven't left any feedback as the envelope probably was sealed when they sent it and nothing was missing.0
