POPLA decision - any advice please

Hi Guys,
I am grateful that the resources on this forum have helped me to get this far, so I was just wondering if you can help with a few questions.
I submitted my POPLA appeal form on 26 July 2015 and received an acknowledgement letter by email on 28 July 2015 saying that my appeal will be considered on or soon after 01 September 2015. But so far I still have not heard anything from POPLA and this week I have received another threatening letter from the debt collector through the post demanding a payment of £260 (from the original £60). Can I please ask the following?
Is it unusual that POPLA still haven’t sent me their decision so many days after 01 September? And when they do send, do they send the decision by email or by post?
I noticed from POPLA’s website that they had ceased registering new appeals from 21 August 2015 while they are in transit from London Councils to Ombudsman Services Limited. Could this be the reason that my appeal decision is delayed? Has anyone received a decision in the past couple of week?
Lastly has the debt collector breached the code of practice by demanding a payment while the appeal is still with POPLA?

From other threads it is apparent that POPLA decisions are delayed.
Yes it is a breach of CoP for the PPC to engage debt collectors.
contrary to the BPA code of practice 36 c. A final reminder has not been issued or 14 days elapsed before instigating court proceedings after the final appeal procedures have been gone through.
This is a misleading action under The Consumer Protection from Unfair Trading Regulations 2008,
(3) A commercial practice satisfies the conditions of this paragraph if—
(a)it concerns any marketing of a product (including comparative advertising) which creates confusion with any products, trade marks, trade names or other distinguishing marks of a competitor; or
.
(b)it concerns any failure by a trader to comply with a commitment contained in a code of conduct which the trader has undertaken to comply with, if—
.
(i)the trader indicates in a commercial practice that he is bound by that code of conduct

its got sweet FA to do with them changing to the OS, its quite normal for decisions to take longer and not be heard on the due date, so a few days after the date they gave you is neither here nor there. I think you are being impatient , it may matter to you but it doesnt matter to all the other parties involved
as for this debt collector lark, report the PPC and DC to the BPA by email for a breach of the BPA CoP, see post #6 of the newbies sticky thread
you can send in extra evidence or rebuttals at any time up to the decision being taken0 -
You should have received your copy of the Operator's evidence pack at least 7 days before the scheduled POPLA hearing date. If you haven't received any evidence from the Operator, it would be a good idea to send POPLA an e-mail along the lines of.......
Dear POPLA Appeals Team
POPLA Ref. 1234567890
In follow-up to your notification that Operator would send me their evidence prior to my POPLA hearing which was scheduled to take place on or soon after 1st September, I write to advise you that I have received no communication from the Operator in this respect.
It is possible that the Operator may have already sent you the evidence and it may simply have been an oversight that they did not also provide me with this. If this is so, then I should be very grateful if you would forward a copy of the evidence to me as a matter of urgency. Alternatively, if the Operator has also not provided you with its evidence, please let me know. I would be very disappointed to learn that the Operator had failed to engage in the arbitration process and if this is the case, may I assume that my appeal to POPLA is upheld?

I was given an Appeal date of 7 August and, after sending 2 emails to Polpla enquiring how my case was proceeding, they stated that my case was 'on hold' pending Beavis.

A few months back my popla decision was months overdue, and during this time I had red final demands from PPC and then a DCA letter, each time I complained to BPA, culminating in a really stroppy one, and in turn it seems the BPA pressured the PPC into dropping the PCN, as I suddenly had a cancellation letter out of the blue a few days later....
Either that or the BPA contact to PPC led to someone higher than a mindless clerk actually reading my popla appeal and realised they were onto a loser!!0 -
