Help - gulp! £130 parking fine and debt recovery

New to this site and wondered if anyone can help me?
Stupidly, I exceeded my time in an Iceland car park managed by Horizon.
I missed the deadline to appeall and am now facing £130 fine and debt recovery are on to me. not doing very well so far am I?!
What makes me cross is that I could only buy a ticket for up to an hour. Does anyone know if I was meant to shop exclusively at Iceland for the duration out of interest? Is that why they cap at an hour? IS it unreasonable to visit other shops as well?
Regardless, I have young children and am frightened of debt collectors knocking on my door. I am also fearless of CCJ's but I really, really resent paying £130!
Can anyone help or advise? So wish I had made the appeals deadline. My fault ...

Well done Netty, for starting your new Thread, as per other :-)
BUT IT'S NOT A F - - - !
Check back there and give us the remaining details we're asking for.
Was this in England? Scotland?
Windscreen ticket?
NTK?
Are you reading the Newbies stickies now, learning the acronyms and reasons for these questions?
Have you complained to Iceland. Any receipts, bank statements extracts to show date/purchases?

Debt collector letters are not court judgments. They make threats to frighten you.
There are courses of action to unpick this. Give us those other details.

Look at their boast to greedy landholders:
'Get more from your spaces. We can help you increase turnover by making your parking areas work harder for you..'
Iceland sometimes have white lists: you give your reg. no as you enter the shop. It doesn't matter one iota that you don't know this.

Stop the panic mode, debt collectors are toothless, they may recommend their client takes you to small claims court, which you could defend and win. Debt collectors cannot take you to court, only the PPC can, they can write you worrying letters in red ink, send fake solicitors letters, but cannot send anyone round. NEVER CONTACT A DEBT COLLECTOR.0

Ungulp yourself, Horizon is one of the softest companies out there. DRP can do nothing, Horizon will do nothing.
As above, your best bet to cut short the chain of silly threatograms is to complain to Iceland.Je suis Charlie.0 -
There is absolutely no need to get stressed. This an unenforceable, unlawful penalty, and completely out of proportion to the offence, no judge would entertain a claim.
However, you do need to jump through a few hoops, and for their greed they will end up out of pocket. All you need to know is contained in the stickies. You never know how far you can go until you go too far.0 -
This link will provide confirmation that Horizon have initiated no court cases in the past 12 months (these 12 months have been when the PPC network has been at its most rapacious from a court point of view).

And to reiterate other posters' advice - a debt collector can do no more than fire empty-threat letters at you, which you ignore. Never telephone a debt collector (or a private parking outfit for that matter).
HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Ok, thanks for your messages so far. I am trying to go through the newbie section and navigate my way around this website, which I only joined today. It's not rocket science but bear with me!
My ticket was a window sticky issued in mid June. Reminder notice arrived on mid July with the 80 quid fine. Unfortunately, I ignored it.
I now have DRP writing to me giving me until the 11/09.
I tried with Iceland but they said the car park and its management was nothing to do with them. I pushed, but didn't get anywhere.
My ticket (which I still have), expired at 13:23, car observed at 13:52 and issued at 14:05.
I was a bit peeved that you can only buy an hour at this car park as I normally buy more than enough time and avoid this horrid situation.
Thanks for your replies, it's very kind of you.
I am happy to pay something, but £130 ??!

Thanks for that link! I have been searching FOI links but I couldn't see Horizon on the lists and so wondered if they were trading under another name.
But if the debt collectors contact me, what do I say? I know they are relentless, I wouldn't know what to say if pressed?0 -
