They should just teach Functional Maths Level 2. I used to teach this to adults and it actually helped me improve my own maths. The things I learnt whilst teaching functional maths are the things I use in everyday life, not what I learnt at GCSE or A Level. It covers things like working out discounts and time from A to B. The things people actually need to know.
