Phone unlocking

I'm on a 24 month contract with EE (approx 5 months into it) where I got a free handset. That handset included in the contract, I have since got rid of and I'm using another cheaper phone at the minute.
I want to buy a galaxy s6 which will need unlocking as its on O2. I hear EE unlock phones for free but will they do this for a phone that wasn't originally in my contract deal? I'm not sure whether they unlock phones from EE to use on other networks, or they unlock other phones to use on EE??
Any other legitimate phone unlocking sites available?

EE won't unlock a phone originally bought on another network. Assuming that the O2 GS6 is "legit" and is not flagged as lost/stolen or with a default marker - then they owner of the phone should be able to get O2 to unlock it, before you buy it.0
