Could be a million and one reasons such as line card by Openreach engineer at exchange was incorrectly configured, TalkTalk's automated DLM put the user on a fixed profile instead of a dynamic profile etc. Exchange congestion & line caps are totally unrelated.0 -

Finally got put thru' to 2nd level support who admitted that his line was restricted -within 10 minutes he was up at ~ 6Mb. Left them soon after !!
I completely agree. Sorry, didn't mean to suggest Talk Talk would solve anyone's problems, just that changing to an alternative ISP could solve them. I just wanted to point out that it isn't always the line causing poor speeds.0
