Why "up to 17Mbs"?

Most of the deals I've looked at offer "up to 17Mbs", so how's that work, given that whoever I go with, it's still the same line coming in? If I switch to another provider, do BT get their revenge by throttling the line back to a max of 17Mbs, or what?
Just to answer the whole "up to 17 Mbps" line, it was a rule imposed by the ASA. Broadband providers need to have at least 10% of their subscribers getting that speed before they can advertise it as their headline speed.
Personally, I think it adds more confusion, as people now seem to think the service is capped at 15 or 16 or 17 Mbps or whatever, when in reality you could get 20-22 Mbps (up to 24 Mbps) in ideal conditions.
Fastest I've seen is just over 22 Mbps on standard ADSL2+ (non-fibre).0
