This is your right under Regulation 41(2) of the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 which came into force on 13 June 2014.

If you had to call an 084, 087 or 09 number, you are entitled to a refund of the call costs over and above whatever an equivalent call to a 'basic rate' 01, 02 or 03 number would have cost.

If you have a deal with inclusive calls to 01, 02 and 03 numbers the refund for the 084, 087 or 09 call should be the full call cost, both the Access Charge and the Service Charge.

Over 1.5 hrs on the phone to talk talk and still no further.

28/8 - went through basic tests, escalated to ops team and promised a call back. No call.

31/8 - same again, promised call within 48 hours. No call. No service.

2/9 - call again, clueless advisor goes through the same test again, tried to call ops team (allegedly) and called me back twice. Said that might be sorted on Friday and should receive a text.

Tweeted customer care - no reply. DM'd customer care - no reply.

All this because apparently the broadband line set up against the wrong phone number.

No confidence that they'll call back or fix the issue.

OP, please don't think any of us are underestimating the problems. But, you're directing your ire in the wrong direction. There's a Government sanctioned monopoly called Openreach who manage to screw up all internet resellers. I suspect they're called openreach because they consider themselves beyond any regulatory framework or answerable authority.

They should be renamed OpenBreach. Mind you, they are no worse than the sub-contractors Virgin Media use for cable installations. :(
