pre wash the front of the car with hot soapy water, leave to soak for a few minutes then wet it over again before you wash the car all over

the pre wash will soften the bugs and make them easier to remove

I'd use hot water and if still no joy, autoglym tar spot remover.

This works well with dried on birdsh!t too.
