If they did find out it means that someone has illegally accessed the police computer system - any dispute would make an interesting case if brought in front of the insurance ombudsman and subsequently a judge ;)

The Insurers who worry about SAC generally find out when their policyholder declares it at a renewal a couple of years later or when they have a claim and declare it.

They also find out when the customer declares it on a comparison site a couple of years later.

The Insurers involved in such cases will normally raise a back dated extra premium if you're still a customer of theirs

Do any of the comparison sites actually ask specifically about Speed Awareness Courses?

The info isn't only held by the police.

    Who else holds it?

Yes because the Admiral group of insurance companies all ask about speed awareness courses so any comparison site that provides quotes from Admiral companies will have to ask the question.

But doesn't that question only get asked when you choose an Admiral company and you get taken to their website and have to confirm your details?

Depends, e.g. confused.com is an Admiral company
Change is inevitable, except from a vending machine.

Who do you think if the Police don't run the course?

The NDORS database is held and controlled by ACPO and is not part of the police national computer system. The police can only get the basic info of whether a driver has done the course in the last 3 years.

There are some areas that do not subscribe to the NSAC system and run their own and also keep that data separate from the NDORS data with no cross checking in place

This means that it is possible to do more than one SAC in 3 years if you pick the right areas to get caught in.

In my experience it is asked as part of the usual questions in the section where you declare any points/claims/etc. All the comparison sites ask one set of questions for everyone (which should hopefully cover every insurer on their systems) and then fire that info into the the insurers quote generators.

Confused.com is slightly odd and in part its presumably to give comfort to the competitors of Admiral that list on the site.

Admiral for example want all mods inc optional extras declared but confused.com only asks for post manufacture/registration mods so despite being part of the same group their aggregator site doesnt cater correctly for their insurance side's requirements.

Whenever you click through from an aggregator to an insurer or broker you must go through the questions again as questions/answers dont always match up perfectly and whilst you may have given correct answers to the original question they may no longer be true.
