What is the cheapest way to have internet at home. I have been told there are sim cards that are data only and cost £15 for three months.

    Mobile internet can be faster than fixed line broadband (especially if you're not in a fibre/cable enabled area). It can be cheap for low data usage - but there aren't (AFAIK) any unlimited data plans available that work on mobile wifi devices or permit tethering, and plans with lots of data allowance are quite pricey.
