From what I have read it seems far easier to be transferred over to PIP from DLA than if you are making a first time application for PIP:(Stopped smoking 27/12/2007, but could start again at any time :eek:0

I don't know what or where you have been reading that but the assessment, application form and assessing methodology is exactly the same for new claims as it is for those coming over from DLA.
If you are looking at the 'pass rates' then yes you would expect those already on DLA to stand a far better chance to get PIP. The reason for that is that they have been assessed previously and most of the 'chancers claims' were weeded out at the DLA stage.
New claims for PIP will have a higher concentration of 'hopers and chancers' so obviously the 'pass rate' will take them into account0
