Help with random cable!

Hi, can anyone help me solve this mystery?

This cable in my new house runs into my sitting room from upstairs. There's no phone line in the wall downstairs. My broadband went live today so I plugged the random cable into the router and it didn't work. I've now plugged the router into the master socket upstairs via a micro filter and it works fine.
I need my wireless router to be downstairs so I can plug it in to my Youview box. A mega long Ethernet cable is an option but I'm not keen on all the wires.
The previous owners had Sky TV and broadband if that provides a clue.
