Deposit not protected, who to report them to?

Hi
My mums former landlords have not protected her deposit or paid it back, I have printed off a letter from the Shelter website to send them to try to get it back plus compensation.
I was wondering who I should report them to, because if they've not protected hers, there's a good chance they haven't protected others?
Thanks in advance
Hayley

That depends. If this took place in Scotland then you could report the landlord to the local council since landlords are required to be registered with the local councils by law.
If this is somewhere else in the UK then there isn't, as far as I know, a mechanism for reporting landlords for not protecting deposits. All a tenant can do is hit the landlord where it hurts (their pocket) by suing for compensation of 1-3 times the value of the deposit. (Tenants in Scotland can also do this.)0 -
Also (I think) depends on when the agreement was made, if before the protection of deposits was put into place then they are in the clear.0
