Send it to the I.A.S., copied to the SRA and ask them for their comments. You never know how far you can go until you go too far.0

Dear appellant,
If you'd provided this evidence with your appeal then the outcome may have been different. We can only assess appeals based on the information provided.
Love n kisses,

I've got a similar case to yours, got Excel PCN in February, dodgy IAS decision in June and just had first debt chasing letter from DRP+. The one good thing about the !!!! IAS appeal system is that the decisions are so ludicrous, people get really mad at the blatant injustice of it all, and it makes them more determined to fight back. If we all complain to IPC, DVLA & SRA (as I have, no responses as yet though) then hopefully we will reach a critical mass and somebody somewhere will have to do something? Excel have been sanctioned by the DVLA previously on at least three occasions for non-compliance with the COP, so surely DVLA should take any further complaints seriously? I've also complained to my MP, not expecting much but did get a letter back this morning saying he will raise the issue in Parliament. Post to Parky too, more ammunition for his blog.0
