Are there any programs which help a beginner to build his own website for free. I have tried looking around but cannot find anything. Can anyone help please?

You can type html directly using notepad editor. That's what I did for a few years.
Most people use web editing tools like
Dreamweaver or Frontpage.Happy chappy0 -

Only usefull if in the Us though.Visit http://office.microsoft.com/en-gb/officelive/default.aspx and get a free domain and use microsoft online web design

It's good for putting up a quick site but not so good if you are wanting to learn about how sites are made and work.0 -
I found http://www.thesitewizard.com/gettingstarted/nvu1.shtml very helpful.
It is a tutorial on how to set-up a site using NVU, which is free open source software which runs on Windows, MAC and linux.0 -

The last suggestion is Sitecube and I've spent two hours building a web site on the 10 day free trial. I have to say it is amazing!!! and very easy to do, please have a look at it and in particular look at some of the web sites people have built.0 -

I signed up and i am in the UK and if you look at the page it shows GBP, so i presume it is for the UK and the address says en-gb (English Great Britain)

Domains and hosting aren't really that expensive, i can get a site online with a .co.uk domain name for about £27.. i bet there's cheaper hosting if you look around for it0
