You claim from who ever is negligent. If you can't identify who is negligent, then there is no claim.....
You don't need the driver's identity. You can claim if you have the vehicle's identity (which the OP tells us he has)
(And you don't need comprehensive cover to be able to claim when you are innocent and have a negligent unidentified third party as long as you can identify the vehicle - see the MIB unidentified driver agreement)0 -

A £750 excess means that for any claim less than this amount, your insurers are not interested as you have agreed to be responsible for the first £750 of any claim you make for your own damage.
As £250 is less than £750, this is the amount of your vehicle repair claim and you do not have to stump up £750.
As to what you do next, can you please answer these questions so we can advise you what you can do
1-Do you have legal cover with your car insurance - Yes/No?
2- Can you identify the responsible vehicle reg number?
3- Can you identify the name of the responsible driver?
4- Do you have any contact details for the responsible driver such as phone number/ address etc?
5- Do you have the contact details for the witness?

Don't know Insurance company says there is no further they can do.

Yes
3- Can you identify the name of the responsible driver?
I have a Picture of the Driver at the scene with his car
4- Do you have any contact details for the responsible driver such as phone number/ address etc?
No he refused to Give them
5- Do you have the contact details for the witness?
Yes I also have Witness statement sent to my Insurance company.0
