    Note to Regulars.

    Reading the POPLA web site, you DO NOT SEND APPEALS TO THEM from 21st August until further notice.

    Instead, you simply register your POPLA code on their site here https://www.popla.org.uk/appeal.htm and read the instructions.
    The operation of POPLA is passing from London Councils to Ombudsman Services Limited on 1 October 2015 and the British Parking Association has asked us not to register any new appeals from 21 August 2015.

    If you wish to appeal, you can leave your details through the portal below and these will be passed to Ombudsman Services Limited and also to the operator who issued the parking charge notice, so as to ensure that no further enforcement action is taken until you have had the opportunity to register your appeal and it has been finally determined.

    It is important to note that London Councils cannot accept any evidence relating to new appeals from 21 August 2015, so in this case do not upload evidence. Ombudsman Services Limited will contact you soon as they are able to register appeals to explain what you will then need to do to submit an appeal.

    Ombudsman Services has a good reputation in the fields it is currently active in.

    I feel that this move is going to be a positive step for the POPLA service.

    Watch them take full opportunity to capitalise on the interregnum.

    I think it would be wise to come up with a standard line to be added on to the end of appeals. Something along the lines of:
    You will be aware that POPLA has announced that whilst the Ombudsman Service Ltd (OSL) takes over their operation appeals will not be processed although, it is understood that, OSL will be accepting notifications of them. You are reminded of your obligations under the terms of the British Parking Association Approved Operator Scheme Code of Practice not to take any form of enforcement action whilst a matter is being appealed.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    I have just received a rejection and a POPLA code from PE and I was wondering in light of the above changes and the request " not to register any new appeals from 21 August 2015", is the advice from the experts on here not to submit an appeal now or just to register as stated on the website?

    You CAN'T submit a POPLA appeal now.

    You MUST register, otherwise your POPLA code will time out.
