Next steps? At first I thought it would be "POPLA Appeal process", but then I remembered reading something on here about the ownership of that whole process is currently in the middle of a transition to a new body - is that right?

the popla info is on their website and on parking pranksters blogs
popla moving from London Councils to the Ombudsman Service this month (starts 01 oct 2015)
you register any popla code on the popla site at the moment
then you submit an appeal to the OS when allowed to do so0 -
Ombudsman Services Limited[yes, a limited company] go 'live' on 14 September, so they say, but - as Redx writes - operative from 1 Oct.
Keep close here, on PP's blog, [and popla site]using this extra time to hone your sound and straightforward 'seethemorf' appeal.

Referring back to post #3 (about POPLA) on the newbie thread, there is mention of an evidence pack from the operator? Are those 2 extra pages of text I received with my letter (in the imgur album linked in post #13 above) supposed to constitute that do you think? Seems a bit light... They do prattle on about the BEAVIS case though.
OK - so on the POPLA site discussing the upcoming change of management, it says:If you wish to appeal, you can leave your details through the portal below and these will be passed to Ombudsman Services Limited and also to the operator who issued the parking charge notice, so as to ensure that no further enforcement action is taken until you have had the opportunity to register your appeal and it has been finally determined.
So when I punch in my POPLA verification code, a new page appears asking me to confirm my name and address, vehicle reg etc and Asks "Why are you appealing?", presenting the following four choices with tick boxes:
1. I was not improperly parked.
2. The parking charge (ticket) exceed the appropriate amount.
3. The vehicle was stolen.
4. I am not liable for the parking charge.
Number 1 worries me as it implies identity of the driver? Any further advice on these options? At the moment, I'm thinking I need to select the tick boxes for numbers 2 and 4, and then wait for the process proper to kick off when it changes hands to the Ombudsman... Agree?0 -
2 and 4 is fine, although we normally tell people to tick all except stolen
the evidence pack is sent by the PPC about 1 week prior to the popla decision day, so its NOT what you received with the popla code (you havent made a popla appeal yet), although its likely that info will feature in any evidence pack they may send to popla (sometimes they send nothing at all to popla)
register the code, tick the 2 boxes, start to prepare a popla type appeal, wait for OS to contact you for it0 -
Thanks Redx! One more thing - you say to "start to prepare a POPLA type appeal" - In practical terms, what should I be doing then?
I've now registered my intention to appeal (using options 2 and 4 on the form), and received the following message :Thank you for indicating your intention to appeal.
We have now passed your details onto Ombudsman Services Limited who will be contacting you in due course to explain how to appeal.
Once you have received this information you will be able to register your appeal and send any evidence.
Now it's just another waiting game I suppose. I'll update again when something new happens.

you should be using the forum search to find examples of recent popla type appeals of a similar nature to yours, preferably with the same PPC (less editing) and drafting your own bespoke appeal based on legal arguments, in word , wordpad or notepad (or libre office or open office)0

Ok, looks like it's that time fellow citizens...
I now have to submit my POPLA appeal, to the new POPLA body/organisation, whichever you would call it.
They have a pretty new site, https://www.popla.co.uk, which seems to encourage an entirely online and automatic appeals process which, and I quote :The appeal process usually takes around 15 minutes to complete
Seems a bit optimistic given some of the lengthy appeals letters I've seen written on here with their lawyer-esque language use.
So anyway, any more pointers/tips/guidance on how to go about writing up a decent appeal letter appreciated - I've been hunting around the forums for similar situations with the same PPC, but honestly, I don't fully understand what's written so it's hard to make sure my personalization edits don't !!!! it all up somehow. Legal-speak is definitely not my native tongue!
I'm really stumbling pretty blind here, well if not blind then definitely only partially sighted.

Have you searched for 'New Generation POPLA' to find a pre-written one? Make sure it's from this year or last, what you are looking for is the wording for things like 'no keeper liability' (because I know NGP Notices are not compliant but you have to tell POPLA why a keeper cannot be liable).
Also in the NEWBIES thread post all about POPLA I have added a link to the Parking Prankster's recent blog about the new POPLA online pages (which are awful I'm afraid) designed probably by the BPA to ensnare an unsuspecting person into talking about what happened and who was driving.
Also in the Newbies thread I have included words about the decision being stayed for 'Beavis' so include that - also include something about Unfair terms and the 'Aziz test' (search this parking forum for 'Aziz' to find how to word that).
It does only take less than 15 mins if you have already pre-written your POPLA appeal because you can just choose 'other' and attach it as a PDF. Don't start answering the leading questions.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
