Why not look at the railway station threads here already where its suggested you treat it more like a council ticket and appeal to the operating company - Instances of properly issued tickets under Railway Byelaws seem to be vanishingly rare these days though, with Northern Rail being about the only one I can think-of in the last year or so. In most cases its your typical PPC matter and there is even some thought that the enabling legislation may not be fit for the purpose - as many rail car parks are on former railway land, adjacent, non-railway land or otherwise not current.
IIRC at least part of the Silverburn site is a former rail yard, long closed, so railway byelaws could never have been applied since redevelopment.0
