Bulk meter for block of flats

I’ve just moved into a flat and attempted to register my address move with a water company, in order to have the bill put into my name and then received this response:

“Thank you for taking the time to email our Customer Service Department on 17.8.15 regarding your opening account.

Our records show that this property is serviced by a bulk meter, therefore the water bills for the whole premises are sent directly to the owner(s) of the property. Please would you kindly contact them directly in order to discuss your water charges.”

Does this mean that there is one water bill for the block of flats which is then apportioned out to the individual flats? Do you know if this would already be included in the service charges or there might be an additional bill to pay?

Any help would be appreciated!

    If the water is included in your service charge then it should say so in your lease or tenancy agreement, so you need to contact the freeholder or managing agents.
    No free lunch, and no free laptop ;)

    It's called a common supply. Usually your landlord / letting agent will pay the charges then pass these back to you in your rent or service charges. As above check tenancy agreement - it will probably mention water included somewhere
