Sorry for the delay, my broadband is rubbish!
Thank you g0wfv.
No Umkomaas nothing yet, wont be long though, if it's 28 days, another few days if you take out the bank holiday.
The bank holiday and all weekends are still counted; POFA 2012 does not stipulate working days :D
I wrote to the CEO of the land owner/manager which is Legal and General but no answer and disappointingly, no answer from Lidl's either.
Follow up - keep the pressure on!
Sir,

With reference to my letter of DD MMM, I respectfully request that you confirm receipt to the above address.

Yours faithfully,

Welcome to mse, painted - this forum is your multi-tool kit for seeing an unenforceable/fake/scam invoice off.

Follow all the advice above, with the following firmly in mind:
Some CABs, unfortunately, have a history of giving unhelpful, inaccurate advice on private parking events.
Too often, they have told people to pay, or ignore! Both wrong, as you now know.
Please ensure friends, family, colleagues are similarly aware.

The mse parking forum is expertly updated and expanded whenever necessary.

I have had two replies, both unhelpful and disappointing!

LIDL

Re: Parking Charge in our Store Station Road, BA12 9BR Warminster

We refer to your recent communication with us regarding the Parking Charge Notice you received.

As you are probably aware, Lidl UK GmbH is a national retailer. As such, we have stores in locations with limited parking space and in common with many of our competitors, our store car parks are abused to a significant and detrimental extent. We have therefore judged it necessary to take measures so that our stores parking facilities are available first and foremost to our customers.

In order to ensure that sufficient parking spaces are available at all times to our customers, Lidl employs third party contractors to monitor and control our car parks. So far, this service has proved reliable and effective in reducing car park abuse and in freeing up spaces for our customers.

Legitimate appeals can only be submitted in writing. To aid your appeal please send copies of any supporting documentation you may have.
In closing, we hope that you can understand our position on this matter and that you will continue to be a valued Lidl customer.

Yours sincerely,

For and on behalf of Lidl UK GmbH

I replied that I had never abused any car park rules and I would not be shopping in any Lidl stores again, anywhere.

Legal & General (landowners) had difficulty finding any appropriate email addresses but finally got this:-

Dear xxx

Thanks for your email, which has been passed to me. As a first port of call, we would always recommend that you contact UKPC directly with any parking fine queries as they have full authority to manage the car park. We can then follow up on your behalf through our managing agents to help positively influence your case.
Our customer experience is of the upmost important to us.The time limit imposed on parking has been put in place to ensure that the nearby council car park isn’t unduly affected. Any fines that are imposed are therefore not as a fee generator but instead designed to cover the administrative charges accrued by UKPC in managing the car park site.

Best wishes

So complaining because the amount of the fine doesn't reflect loss on behalf of the landowner is not going to work on L&G land.

lidl appear to have used the correct name (twice), Legal and General clearly havent any idea

Parking Charge Notice is the correct term

this is what would jave been on your PPC paperwork, not the word "fine"

the second letter or email from L&G is incorrect because these companies cannot fine you, nor can they charge you for running the car park, that is their business model whether you park there or not

they may be able to recover a charge, if they convinced a judge, which is why the Beavis case is so important

I believe you used the word fine in ignorance, or as a slang word , the problem being that to fight these cases its important to use the correct words and correct terminology

if it says charge (pcn) on your paperwork, then use that term and nothing else , otherwise you give it creedence , as proved by the second copy and paste where that uninformed person also uses incorrect terminology and clearly has no idea either

good luck
