ANPR Parking Ticket

I think we are doomed but thought worth asking the experts.

Junior zeberdy parked outside place of work a major supermarket express store and received a parking fine from our friends at ANPR as the parking permit he was using expired in December 2014.

Despite requests for a new permit the continual response was they have not been issued yet.

Mrs Zeberdy wrote to ANPR on behalf of junior zeberdy thinking they may be reasonable (haha) unfortunately giving name and address of driver and explained permits not been issued but is authorized to park there as employee.of store.

Got rejected .

Interesting that some of Junior zeberdys work colleagues got let off so no consistency there !!

Any thought before we pay up ?

    Is this ANPR Ltd? (there are several companies with 'ANPR' in their title).

    If so, then writing to them was the biggest mistake ever, as they are banned from accessing DVLA data so had absolutely no chance of ever finding out who the owner of the car was.

    get a letter off the landowner showing the junior has permission to park there and that no court action is authorised

    then its a case of waiting out the junk mail for 6 years, just in case they tried court (which is impossible if the landowner says so as they would have no locus standii)

    but it depends which ANPR the OP is talking about as well

    Yes ANPR Ltd and did find out after the letter was sent they were banned in April this year so MRs Zeberdy scored own goal.

    only a fool would pay

    get the landowner cancellation and permission in writing, ignore ANPR and any of their debt collector letters

    if they tried court, steer the judge towards a popla decision as ADR, also no locus standii so get it thrown out

    But how can POPLA be used if the PPC are not BPA AOS members? (OP doesn't give a date for the PCN, but I am assuming it was after April 2015).

    because I thought he said it was december 2014 , so whilst they were still in the BPA so popla is an option , although reading it again the permit expired back then so could have been anytime since I suppose

    a fine example of OP`s not providing enough info for clarity

    in this case its crucial to know the date of this transgression, which we dont know at the moment
  • Junior zeberdy needs to check out if this company still have the contract for the land , if so then his bosses should be informed about this company and how they were kicked out of the BPA , and as such cannot get info from the DVLA.


    pointless hiring a company that can do *uck all legally

    Sorry all should have said date of ticket was 31/7/2015 which is of course after they were kicked out of BPA. so that would seem to nullify an appeal to POPLA.

    In fact they did not provide a POPLA Code when they turned down the appeal direct to them, but do mention on the Parking Ticket that an independent appeals process is available via POPLA.

    So appears they are now using what are in effect out of date notices with misleading information on them as clearly an appeal to POPLA is not possible.

    Having listened to advice have written to Land owner pleading insanity and asking if they will produce letter of authorization to park somewhat unlikely but worth a try.

  • they cannot bring a parking charge to court , as they are not a member of an approved ATA , the only charge would be for trespass, however would the major supermarket chain back this up , when Junior zeberdy was in the building and presumably being paid?


    PS , save the paperwork that mentions BPA and POPLa , should cause a laugh "IF" the muppet is foolish enough to try this in court
